They are actually 30R1 (30.1Ω) 1% tolerance. The color bands are orange - black - brown - gold - brown. Few color bands shift a lot from heat soak and age. It is for adjusting output current regulation. Do not mess with it unless you know what you are doing.

The only way to tell if to put the ic in a programmer and try to read the code out. The fuses are part of the silicone die, you can't see them. Almost guaranteed they are set.

These are the test points for each channel. You don't have to have the amp out of the case. You can measure directly across the emitter resistors like you did, but the amp should be at thermal equilibrium when testing, and that's hard to do with it upside down. 5mv is way higher than they should be....

The lm339 should be pin compatible across manufacturers. It's possible that you got an out of spec one. You'll need to check voltages on the inputs of the comparator on pin 6 & 7. Make sure pin 6 is at primary ground potential. Other than that, I'd check the parts I circled in the attached photo...

I'm in Michigan. I have a 1-2 month backlog right now on complex repairs and upgrades. Straight up recaps normally get turned over quicker. I typically squeeze them in while waiting for parts for bigger projects.
