It's not just Canada... this movement was tabled by the US, and we are simply going along with it. With our current conservative government, you guys just need to say "jump", and they say "how high".
Recently they've also been pushing Bill C-26, which, like your system, imposes mandatory minimum sentences for minor drug crimes. Under C-26, growing even a single marijuana plant for personal consumption would give you a minimum 6 month jail term.

All governments have been wholly unable to do anything about piracy of any kind, even those who centrally control citizen Internet systems and access such as the UAE and China.
Sure, some kids in the US got roughed up by RIAA goons in some kind of pathetic scare tactic (which didn't work, unsurprisingly) but nothing substantial was accomplished.
Also, what the hell are they going to do about business laptops with encrypted drives and protected, confidential business information? You think big corporations are going to let any old asshole guard look through their data in case an employee downloaded a couple MP3s some Paris Hilton porn? Fuck that!
Getting back into Canada at Peace Arch already takes 2+ hours on a weekend but I guess they really can make it more annoying and unpleasant that I thought possible.
So, instead of trying to change laws, they are trying to change trade agreements (because it's easier) and hassling travelers instead of offenders... maybe this is just a way for Canada and the US to keep the shoppers in their own country.

What kind of training and authority do guards have that will allow them to accurately judge was content is an infringement of copyright?
