Did you ever made an Paypal reclamation? How did it goes?

I'm asking this since it's the first time i had to make one.

I bought an alarm for the girlfriend's car, was supposed to get here in 14 business days. After a while without receiving anything, i asked the seller what was wrong. He gave me a tracking number and told me it was on his way. Now it's been 29 business days, still nothing. I contacted the seller, and he made a story about the shipping compagny stating that the item has been delivered, and that they had a proof of delivery.

I asked him to forward it to me, since the tracking number had a POD section with nothing in it, last tracking was leaving china, nothing about the item arrived in canada or anything else. I contacted Canada Post, and they told me that if a signature was required to deliver, they should have it on their system. They checked out, and nothing came in. So i wrote back to the seller telling him all this, no answer.

I decided to open a PayPal claim, and wrote this to them :
Here i will copy/paste all comunications with the seller, so you can get an idea of the situation

My first message :

Did you ship this item? It's been 19 days (15 working days) and still no news from it.

Answer from the seller :

Tracking code has been marked in your order details after we shipped the item. You can have a check with it for more information.
Item has been shipped on 2 Jun.
Shipping will take around 14 working days. You should receive it soon.

Still nothing came in, you can check the tracking number, it stops june 4. I'm sorry but unless you have a good reason/solution i'll have to open a ebay/paypal claim to resolve this.

Please get back to me soon, as i'll proceed with the claim sunday morning if i don't hear from you before then.

At which he answered :

After contacted with our shipper, they confirmed that item has been shipped to the address that provided by ebay.
Please note that signature is required when package delivery.
You can have a check with your local post office for more information.

My last message was this one :

Sorry, nothing came over here.

Can you shipper give me the confirmation paper you're talking about? Did you shipped to my paypal's confirmed adress? This is the same adress as my eBay adress, and nothing came in. Please provide me the confirmation paper so i can go see at my post office, because nothing came to my house.

From then, no answer from the seller. I think i've done everything needed on my side, i even went to my local Canada Post office and they told me if it was requiring a signature they should have it on the system, but there was nothing.

As stated in the claim, as this state, all i want is my money back, seller seems not interested in solving this issue and claim item his delivered, but tracking number show no sign of it

As discussed before, i'm now in obligation to open a claim since the item never came in to me. The seller told me that the item has been delivered, and that it was requiring a signature. I asked him to give me a proof of delivery, and showed him that the tracking number he sent me was showing no trace of delivery packages. Tracking number is 30019884112 and can be tracked on http://en.4px.cc/Track.html and you can clearly see there is nothing on the POD (Proof of Delivery) section. Now i feel like the seller is trying to rip me off. Tried to contact him once after 12 business day, he told me the item was on it's way and that i should get it soon. It's been 29 business day now, still nothing came in. I've tried to recontact him and this time he came up with this story of the shipping compagny telling him that the package has been delivered, but when i asked for this piece of paper he never answered back. I never had any bad experiences with eBay before, i have a perfect buying feedback, and i've seen that the seller has some negative feedback for item not received, so i'm sure not happy about the current situation. It may only be a 50$ total transaction, but damn i work hard for my money so i hate when things like that happens. At first i was willing to find a solution for this problem with the seller, like shipping another item or something like that, but i must say that what i really want now is a full refund of my item. I'm not interested in doing business with someone like this seller anymore. I'm just gonna pay a little more to be sure to get the item from a good seller next time. Thanks Michael
I sure hope to get my money back, 50$ ain't that much but it still pisses me off to think that i worked hard for it and that some random guy can just try to rip me off!

So what do you guys think? Do i have any chances to see my money back? I personally think the seller shooted himself in the legs witht his ¨shipper confirmed delivery¨ thing, when the tracking number has a POD section that should show some kind of signature or anything similar...

Unless the seller has a tracking number that shows a item arriving at your confirmed PP address, this should be a in and out procedure. If you want to speed up the process, call them and identify the fact that it's been 29 days and there is no tracking number showing you got a package. If the seller didn't ship in 7 business days they are not protected either.

You will need to go to PP's website, go to contact us.....then select the phone option and it will give you a temporary pin number. This is the quickest way to get shit done with them....their online help is just frustrating.

Just done that!

What great customer's service! The nice lady took her time speaking with me, since i told her i'm french and english was not my best speaking. She checked everything, including the tracking number, and told me that in normal cases, if seller don't answer the claim in 10 days, they would refund me total of my buying, but that in this case, since the tracking number was not updated since June 6, and that there was no proof of delivery on the tracking number, and that the seller already had bad feedback for unshipped items, they would give me a full refund in 2 days if the seller don't contact them. They also told me that the tracking number looked like a fake one, since no update in 29 days, so everything seems on my side!

Man, i feel protected more than ever when buying online now!

I won one years ago when an asshole tried to scam me on some wheels I was buying. It was funny as shit as his phone was shut off, and he moved so he thought he was able to hide. I was sick and off of work that week and then really pissed off so I went on an internet hunt for him. I found proof on another forum that he had ripped people off there too, and then after alot of hunting and a little hacking I found out he was living with his mother again, who was 3 times divorced and kept the 3rd husbands name. I swear I could hear his jaw hit his chest when his mother told him his lost brother from az was calling him and he seemed more willing do try and work something out when I emailed a satalite pic of his house to his new address he didn't know I had...

I filed a dispute as he said he sent me a cash refund, but it was an empty envelope with a piece of paper in it. Paypal refunded me what whas in his account as soon as they sided with me and then locked up his account, and he sent me a check for $200 which at that time still left a balance of $60 some odd bucks... I didn't pay any attention to it but I guess he tried to put money in his account which then then gave to me with no notice. 2 yrs later he emailed me saying he needed a paypal account again and wanted to resolve it since I had already been payed. I didn't notice that with what they refunded me the 2nd time that I was now up $40 since they didn't know about the check he mailed so I did cancel the dispute. I was hesitant to do so as I wasn't sure that the asshole would not try it again to someone else but they assured me that this whole event was now on his paypal record and if it happened again he would have even less of a chance.....
