Just want everyone's opinion here...just b/c
OK....so you just bought a new MS amp...what should you do....you notice that a rail cap is loose and none of the capacitors have ever been changed.
Should you run out and power the amp up ASAP ?
After all the guy did pull it right out of his trunk right ?

As usual Randy is trying to help someone out!
I would say if it was my amp, and seen this problem, as much as I waould like to install it, I would definately get it fixed first. I dont like broken stuff

My MPS2500 wasn't even broken per-se... but I decided to take the caps out first. When I did, there was a big puddle of electrolyte under one of the caps, that was millimeters away from causing a short. Definitely glad I took it apart.
Any M, MS or similar vintage amp, if the amp is valuable, I would probably replace the caps first. If it's a cheap amp, I would at least probe under the caps with litmus paper or something to see if there's any electrolyte that has leaked out.
