Cyclone movement question

The new cyclone I have just recieved seems to play alright and I can move the vanes by hand, but I'm unsure how freely they should move and whether they should actually return to a centre position by themselves or not. I don't want to pull it apart just yet until I know whether it's normal or not.

You should feel a force when pressing on them & the should go back to senter too...
