help me understand input voltage

The CDA9887 has a pre out rated at 4volts. O.K.
the EQ215i says to adjust the input untill the light flicks 1 time a sec. This is approaching 8 volts. O.K.
I get this. But then
It says to adjust the output according to the amplifier specification. The XS4600 says input sensetivity is 1-3 volts
Unless i am reading this incorrect. I am supposed to kill off the 8 volt clean unclipped signal down to 3 volts ??? That means the output signal knobs will be so low they wont even register into the green LED display on top of the EQ.
Am I understanding this correctly. The signal should only be 3 volts going to the amp and then i want to adjust the sensativity on the amp to bring the levels back up to where I want them.
