Just got this off eBay. I've had one of these distro blocks before, but never seen one like this with 4 fuses but only 2 outputs. Did someone just swap out the 4 individuals terminals for 2 duals or was this an option? Luckily I'm not using it and for display purposes it isn't a big deal.

Yep. Glass fuses only go to 80a if I remember right. You could double up for 160a. Haven't seen many though.

I can see that the process to swap them is easy, where do you find the terminals? The other PG distro blocks on eBay look like the parts would fit but they wouldn't match. The blocks themselves aren't gold even though the set screws appear to be.
I don't think I'll swap it out, but if I ever decide to use this it's much more useful if I can swap it out.

There are a few of us that have the blocks to swap them out but its from having spares that broke or for some other reason or the other. Let me know if you want to change it up but you would also have to possibly change the case on the outside to allow for 4 wires to come out. That is the easiest way to know its stock is that it only has the 2 grommets in it. If it was originally made for 4 outputs there would be 4 smaller ones.
what else can I say I am a grumpy asshole most of the time.
I know it's not phoenix but I really like this one.

Yes it only has two grommets so it looks to be original. I'll leave it since I'm not planning to use it anyways.
Did these come out in a second generation or something? I thought I remembered my distro block having a green board.

That's a great design. It helps keep all power ground all tidy without having to have two blocks. I always just ran all grounds to one point in the past but now I can just use the block and have one line going to ground.
