Are these subs supposed to move like this?

With the right power and the proper enclosure, sure.

I put 250W a piece on my RSd subs and they certainly don't have that much excursion (1st vid comparison, no sense in comparing RSd to Ti Elite excursion). The type and size of box will make a difference, too.

Watch the surround in the first vid. you can see its being over driven, watch where the cone would be glued to the surround, looks like theyre gonna blow. thats just my opinion, what do you guys think?

Author claims to be pushing 230W to each speaker in the first video. It looks like a slot ported or bandpass box. He later went on to drive them with 1200+W (total) in other videos. Says his box is tuned for 24Hz, which may explain the large amount of excursion.

I wouldn't think this would be damaging the woofers, unless his box has no useful damping factor and the subs are just wangin' more or less free air (which doesn't appear to be the case).

In a ported box, the speaker is unloaded much below the port tuning frequency. With a tuning freq of 24 Hz that souldn't be a problem too often.
