PG wiring

i was just about to use some PG 8 guage power cable but noticed that when it was stripped back the outer layer of copper has reacted to the covering is this normal it has been dry stored thanks

it happens after time. Normally just the first few inches are corroded and the rest is untouched. If you can cut the cancer out and leave the rest.
what else can I say I am a grumpy asshole most of the time.

Thanks "ttocs" but it seems to be the whole cable,could the end be cleaned or should I scrap the cable thanks
