The plates ARE German. The car is not Skoda... (which is Czech, mind you).
Here's the "new" model, which was built up until 1990.
Now I wonder what could have happened in Germany in 1990?

Yep, that is the 601... the one on the front page is the original "P50", which at it's time was quite high-tech. However, they never really advanced the design in 40 years! 27hp two-stroke engine and a plastic body! You can fix just about anything on it with a hammer and spite.
