I dont know if you knew this, but heck you will get some laughs.. The voice of that gnome is Harry Enfield. Harry is one of the UKs best comedians who does numerous characters.
My favorite is Dr Dolittle. where in the scene the song would play "Dr doolittle, he talks to the animals" at which point harry (dressed as a dr) would offer a ciggarette or run into his back yard yelling "hey you bloody cats get OUT OF MY GARDEN !"
The voice that obviously got him chosen as the roaming gnome however was obviously from the sketch 'poppet on a swing' a mockery of puppet on a string.
