Pretty much a diode that changes color with the voltage. Hi-Lo-good.

Why do you ask? If you have a fuse block like the ones pictured in the thread, you can "convert"/mod it to use a volt meter instead...

you can use almost and red/orang/green led and I can make the sticker for it if you want one.
what else can I say I am a grumpy asshole most of the time.

i just ask because i saw one on ebay and didn't know what it was...now the seller listed more pics on my request...i don't wanna buy it...just wanted to know what it was.
